The Bay Harbor Foundation has retained AMS Planning & Research and theater design consultant Fisher Dachs Associates to determine the feasibility of a performing arts center with a possible health / wellness component.

In 1998, AMS completed a cultural plan commissioned by the Bay Harbor Foundation for Emmet and Charlevoix Counties, a popular summer destination for Midwesterners in a region referred to as "Tip-of-the-Mitt." The Bay Harbor feasibility study will produce recommendations regarding a proposed arts center size and seating capacity, potential programming, public and support spaces, and estimated capital and operating costs.
